Trevor Boutall is a consultant specialising in developing managerial and professional standards of competence and implementing competence-based professional development and quality systems in private, public and voluntary sector organisations in both the UK and Italy.

Trevor has devoted the past 20 years to developing and implementing the UK’s National Occupational Standards (NOS) in the health, justice, government and voluntary sectors. He has recently developed two suites of NOS, for Social Marketing and Management Consultancy. His current projects include: developing NOS to help UK police forces facilitate peaceful demonstrations whilst maintaining public order; implementing competence-based HR programmes in two hospitals in northern Italy; and supporting the UK Commission for Employment and Skills in develop the Future Strategy for NOS.

Trevor has been involved in learning and professional development since 1983, with the Rapid Results College, the Open College, the Management Charter Initiative (MCI) and the Open University Business School. In 1996, he founded The Management Standards Consultancy in London, and, in 2002, was appointed Accreditation Director at the School of Coaching (SCOA) in Milan.

In January 2009, Trevor was appointed honorary UK Coordinator for EIPP where his role includes improving the rigour of evaluation of participation activities, promoting evidence-based practice, building capability and capacity, and ensuring those promoting and facilitating participation activities work to agreed international standards of excellence. Trevor prepared the UK chapter of EIPP’s publication Public Participation in Europe. He is a regular contributor to the new Participedia.net knowledge base.

Trevor’s publications include: MCI’s The Good Manager’s Guide, the Law Society’s Solicitor’s Guide to Good Management, the Community Justice NTO’s National Occupational Standards in the Community Justice Sector, Skills for Health’s CHD National Workforce Competence Framework Guide and Management Standards Centre’s Guide to Good Practice for Consultants. Trevor prepared the UK chapter of EIPP’s publication Public Participation in Europe and he is a regular contributor to the new Participedia.net knowledge base.
